Monarch Bay Shoreline Development Project
Bay Fair Transit-Oriented Development (TOD)
The Monarch Bay Shoreline Development Project is a planned development along the northern portion of the San Leandro shoreline, which has a vision to create a regional destination that connects the community with the Bay and provides enhanced recreational and community amenities. The public-private partnership with Cal-Coast Companies is planned to include up to 500 new housing units for families and individuals of varying incomes, a hotel, restaurants, small retail space, new open space and an extension of the San Francisco Bay Trail.
The Bay Fair TOD Specific Plan (PDF) was adopted by the San Leandro City Council in 2018, following an extensive community engagement and planning process. This project is expected to implement a walkable, transit-oriented community hub which includes public gathering and spaces mixed with retail, neighborhood services, housing, and office space. The City of San Leandro will also be updating the Zoning Code to add new design and development regulations for the Bay Fair area, as recommended under the approved Plan.
